NAC Support To Implementing
Partners |
Technical Support for NAC Implementing Partners (IPs) entails
facilitation of technical support and capacity building efforts
as well as provision of grants for strengthening the
participation of the 5 key constituencies to ensure effective
HIV and AIDS Mainstreaming in all sectors. These included the
Current NAC-GF supported IPs, Umbrella Bodies, Public and
Private Sectors including Districts.
NAC
mobilized technical expertise through engagement of local
consultants to provide technical training and capacity buiding
for mainstreaming HIV and AIDS to the Public Sector – including
the National Assembly and Senate. The development of Ministerial
Action Plans were done by all line ministries. The process
involved undertaking Needs Assessments and Situation Analysis in
all the Line Ministries and validation workshops; Development of
Training Manual on HIV and AIDS; Training and Capacity Building
of the key staff from the Line Ministries comprising HIV and
AIDS Focal Persons, HIV and AIDS Committee members; Planners,
Human Resource Officers and Finance Officers.
The
next phase of the training focused on Action Planning which was
synchronized with the actual development of Action Plans for all
the Line Ministries. The Action Plans were later reviewed to
ensure HIV and AIDS Mainstreaming and also to determine their
eligibility for funding. NAC is currently supporting 13 Line
Ministries to strengthen their mainstreaming efforts. The rest
of the 8 Line Ministries’ support will be processed during the
first quarter of the next financial year (2008/9).
Complementary to the above, NAC collaborated with the Ministry
of Public Service in the development and review of the HIV and
AIDS Policy Guidelines for the Public Sector. The guidelines are
also intended to inform the development of workplace policies
and programmes in the different Line Ministries and Departments.
The draft policy has also been aligned to the Human Resource
policy of the Ministry of Public Service.
