Background

Lesotho is a signatory to the Declaration of Commitment that was endorsed in 2001 by 189 member states in an effort to fight HIV and AIDS epidemic. The Declaration states that the target set within the Millennium Development Goals of reversing the spread of the epidemic should be reached by 2015. The Declaration is the first global "battle plan" against AIDS and was also a global call for the resources that are so urgently needed.

In order to produce the third UNGASS Report, the National AIDS Commission (NAC) in collaboration with partners has initiated the process of consolidating the report for 2009. As complementary information to the data for the UNGASS indicators, countries are encouraged to produce the Best Practices on HIV and AIDS interventions in the country.

The Purpose of Best Practices

The Purpose of the Best Practices is to reflect interventions that have shown a significant influence and impact in the direction of attainment of the national policy goals and these interventions can serve as reference for the future.

Guidelines

The National AIDS Commission is seeking Implementing Partners to document their Best Practices for the provision of HIV and AIDS services to the public. Implementers should indicate the following:

  1. Background to the project or intervention

  2. The purpose of the project or intervention

  3. Definition of target population and the associated problem

  4. The impact of the project or intervention on target population on the basis of the Elements of the Best Practices namely:

    • Effectiveness,

    • Ethical soundness,

    • Cost effectiveness,

    • Relevance,

    • Replicability,

    • Innovativeness,

    • Sustainability.

  5. Conclusion

It should be noted that the selected best practices will form part of the UNGASS 2009 Report. Implementing partners and stakeholders with experience in providing HIV and AIDS services are invited to submit their interventions that clearly show the best practices in their area of operation.
